She keeps it, kinda desperately hoping that the book will tell her who 'that person' is ('that person' is who she promised echidna to wait for, we've learned that echidna meant for Betty to decide, but Betty thought that Echidna/the book was gonna tell her).

I think Betty has been following the book, but as a technicality. She followed it until it went blank, and now she doesn't do much besides sit in the library all day. Doing nothing. Just as The Magic Conch Shell demanded I think she'd assume the only thing left for her to do was to wait for her "somebody" to show up
From the way Roswaal has been using his own book, I think rather than predict the future, it shows you the steps to reach your goal (otherwise Subaru wouldn't be able to deviate from what's written in the book, its content should just adjust after each reset). Betty has lost hope and no longer has a goal, so her book became blank.
I do think it's a mix of bitterness, sadness, and jealousy on Echidna's part. She knows if she was in Emilia's shoes, she probably would not be able to let go. Maybe she has a past/present that she can't let go of. So she's sad because she knows her weakness and bitter that this person she despises can (and because Emilia can, she despises her for it in a twisted hate loop). Betty's book being blank recently means she was lying when she said in a previous loop that everything thing she said, did, and felt towards Subaru was just following the book. She was just saving face and lying to herself as much as lying to Subaru. All those moments were genuinely, ESPECIALLY when she made a contract with him in the Mansion arc where she even left the mansion.
I think Ange has close to the right of it re: Echidna's reaction. But I think this is the full of it - both Echidna and Emilia had a tragedy in their past that took everything from them, all their dreams and loved ones and homes. Emilia has had the chance to find new people and goals and things to care about, and so even if given a chance to go back to how things might have been she refuses. But Echidna never got that chance. She died. And so now she's, well, consumed by Envy.

Not everything is about subaru, her hatred isn’t as petty as that, There’s obviously something deeper going on. And echidna doesn’t want to be “wanted” by subaru, she’s in awe of the ability he has and the potential she sees in it. if she was actually in love with him, she wouldn’t have treated him the way she did in the greed if route. the feelings she holds for him are just dark and twisted
