I think its that riko values adventure the most and would like to see the villagers off and continue on one. The concept of riko turning into a village is that since they can't leave they need an alternate vessel to escape.
Picture a pirate ship where the crew following a map to treasure on an island. That big ole ship aint gonna get to land so you gonna need a dingy. And I think rikos mindset of sacrifice would possibly end up being willing to be that dingy. I mean she almost gave stuff up to buy nanachi back from belaf if kaja didn't stop her.
I want to believe that all Interference Unit data is broadcast to some relay server (after all, why else add a UI visual effect from the camera POV shutting down if they aren't connected to any monitors somewhere in the Golden City? It's not like the units themselves need anything but raw sensor data feed after all, right?), after all what's the point of something called Interference Units. if you can't actually get the data from them, since they don't actually cross Layers?
