If the staff are uncomfortable being filmed why do they have cctv? If the staff object to being filmed by the public who pay their salaries they need to find new jobs in the private sector ... where they will also be filmed by cctv.
It's not about being filmed by cctv, it's about some random stranger with a camera making a video that'll be posted on social media. You can't compare the two things.

Public servants should welcome being photographed. If staff are uncomfortable with being photographed they should choose a public job that doesn't use CCTV.

Public servants should have no expectation of privacy in a public place. No permission is required to photograph anything and anyone in a public place. The laws that allows CCTV to photograph people in that building can be extended to any public owned camera or phone.

The only town I have seen organised that was better was in USA where when the police discovered an auditor was in town they sent a policeman along the street ahead of the auditor to clue the shopkeepers in about constitutional rights... up until the auditor (Too Apree) caught them at it and jumped the queue to get ahead of the police... hillarious. You can actually do a proper audit on your council under the Local audit accountability act 2014, and you can bring a friend with you. I suggest a proper qualified auditor.

You can find out that your council tax payments goes strait to citi bank in new york. All these things and more can be found, if your grown up enough to use it that is.
