O'Canada in ASL version translated by BC School for the Deaf.
This video of our national anthem was produced for all Deaf and Hard of Hearing students in the province of British Columbia to maintain American Sign Language consistency.

Create an app that reads peoples sign language for them through a video camera that either writes it in text or speaks it in a voice of your choice, or so someone told me

That is an incredibly complex problem to solve. Think of the most complex video game using video technology--Wii games by Nintendo, Dance Dance Revolution, etc.--and multiply that by a thousand and you might get finger spelling right.
