The phone, will however, mimic wifi protocols over a tethered USB connection to the laptop, which will view the conntection as an ethernet and allow communicatin between apps. But I want to dispense with the USB cable and use wifi to allow the phone to control an application on the computer, which it will do if there is either a router providing an internet connection or the faux ethernet provided by USB tethering.

For the sake of this question, imagine that there is no internet, it's 1945 and someone gave you a laptop and cell phone from the future, and you want to connect them with each other using their on-board Wi-Fi equipment. Currently, the phone will mimic Ethernet protocols and the laptop will consider it an Ethernet port when the phone is connected as a tether device over a USB cable. But neither device allows its hotspot to be turned on in the absence of an internet connection. I suspect this was a deliberate lock put on the newer equipment to keep people from using hotspot as an unlimited internet provider, in which case either the driver needs to be rolled back or an older Wi-Fi card used.
It worked for me. In essence you're using your smartphone as a "modem". Usually it is used in this mode to connect via "mobile data" to a mobile network provider but in this case after connecting your phone to your PC via the USB cable (and enabling USB tethering) you will then click the wireless icon on your phone to connect to the wireless network and not the mobile provider. So if you know how to connect your PC to a mobile data network via your phone it's very similar just substitute your mobile data network with the WiFi network.

So if you know how to connect your PC to a mobile data network via your phone it's very similar just substitute your mobile data network with the WiFi network.
