It looks like a spring loaded clamp to hold the hip bar. I've thought about trying something similar with my Hipshot because sometimes it's tough to get the thumbscrew that secures the hip bar tight enough. I've had my bar come out a few times during gigs.

The Hipshot is a really easy and inexpensive way to get into B bending.
