Deficits mean interest payments, and since your debt is to your own people, interest payments are basically subsidies for the rich, who then get wealthier and invest in industrializing your country. There is some logic to it and it is a fine balance, but it is extremely idiotic when you are pushing it to the edge, where someone declaring war on you leads to near instant bankruptcy.

Belfort and Plevna also show that fortresses could hold up to artillery very easily and the actual threat posed to fortresses was operational failure and an inability to resupply. The reason Swimmy's forts didn't do shit is the same reason Sedan and Metz fell IRL...Moltke was terrifying.
