Apparently the Salarians didn't learn to stop messing with primitive but useful species because I think it's mentioned in Priority: Sur'kesh that they planned to advance the Yahg like they did the Krogan.

I liked that in the Citadel Archive during the Citadel DLC, you could see some jerk general ordering the Genophage release while the Salarian and Turian also in the footage were in turmoil because of the Moral implications and to be honest they were just "assuming" The Krogan would spread across the Galaxy and rage war. As Cap says in the Avengers: "Everytime someone tries to stop a war before it starts, innocent people die." In this case, all the people who died were the Krogan stillborns and the nuclear Korgan victims who died when the Krogan clan angrily ripped apart their own planet. All that blood is on the Salarians hands. And I frankly drop this all on the Salarian Dalatrass who tried to justify the Genophage while the Councillor, the most important Salarian didn't really care that the Genophage was cured. #RIPMordin or #RIPWilks, the two Salarians (depending on your choices) who held the line to bring an abomination of a Genophage era to an end.
In the archives, you can also find that the Krogan were colonizing and taking over planets already colonized by other races, and the ambassador, instead of fighting with words, attacked the other councilors. The Krogan themselves chose blood instead of words, and it ultimately did cost them. But that's what happens when your "culturally uplift" a race that doesn't have a sense of culture (which is what Mordin is upset at the salarians for doing). There is simply no way to know what would've truly happened if the genophage wasn't deployed, but the signs showed that the Krogan were ruthless and were easily able to take over entire planets, or render them inhospitable via meteor strikes. Mordin's loyalty shows perfectly the duality of his beliefs about his work. He hated it, but he still justifies it.
The way I see it is I understand the need for the genophage at the time and I agree that it was the best decision at the time but it should never have been permanent. At the very least they should have had a cure or the formula for a cure on hand incase the time ever came that the Krogan would have learned their lesson or if there was some variable that wasn't accounted for that could lead to Krogan extinction.

It was done to try to control a race of people who would’ve wiped everyone one else out and even themselves. A race of people who didn’t want to chill with the breeding. So yeah, it was ethical, it was just something that many regret.
What i never understood is.. how does Mordin feel responsible for the genophage, even work on the development team, but salarians have short life spans and the genophage was released millenia ago...
Was it ethical? Absolutely no. Was it necessary? At the time; Absolutely. That's a very dark answer, but answer me this is you find yourself in disagreement. What other options were there? The Krogan were not interested in diplomacy, adjusting their birthrates, just conquest. Later, when more reasonable Krogan like Wrex & Bakara arrived, they represented a krogan race that realized they had a responsibility beyond their own race. They deserved a second chance & curing the genephage was now the right thing to do. One reason I think Mordin had the best character arc of all your teammates. His project, his work; his cure, his responsibility. He had to be the one to do it. Someone else might have gotten it wrong.
My opinion on the genophage is that it was necessary and when you're at war sometimes things have to be done that are just wrong. But dooming future generations to not only the physical but psychological problems associated with still born children is an issue and I believe curing it in ME3 is the right option. There is always the future of a redeployment of another genophage should it be required in the future, but once a war is over, the suffering should be ended

Rendering a species barren as a punishment should never be an option. What was done to the Krogan was grossly unethical

Someone pointed this out (I can't remember who) that krogan have eye on the side or their heads so they're were the prey animals of that world

The Krogan were becoming immune to the genophage, mordin worked on developing a new strain that the krogan weren't immune to.
