  • Today on Change Agents, an IRONCLAD original, Andy Stumpf speaks with Rosalie Fish about the crisis of missing and murdered indigenous women.
    Rosalie is a member of the Cowlitz Tribe and a runner from the Muckleshoot Reservation in Auburn, Washington. She is a women’s track and field athlete at the University of Washington, where she was recently selected for a prestigious Truman Scholarship from the Harry S. Truman Scholarship Foundation. She often runs and trains with a red painted handprint on her face, dedicated to Indigenous women and girls who have been killed or disappeared.
    Countless have gone missing, though numbers are hard to track for a variety of reasons. For example, as NativeHope.org notes, “The National Crime Information Center reports that, in 2016, there were 5,712 reports of missing American Indian and Alaska Native women and girls, though the US Department of Justice’s federal missing person database, NamUs, only logged 116 cases.”
    Today on Change Agents, Rosalie talks about how this violence has affected her own family and indigenous communities around the country, and what can be done to address it.

    I am a half breed, half aboriginal, half english.
    Not liked by either side growing up, born on a reserve.
    Our house was burned down by our people while we were on the coast for summer and fall commercial fishing.
    We were taught not to be angry and I am not, I will never complain about where I come from and I support all Indigenous People around the World.... All.... who follow their Heart and Conscience.
    I have never been angry with the ones responsible for burning our house......they dont know it but I am their Brother and I stand beside them.
    I am recognized as british columbian, canadian. I support all Canadians and Americans who follow their Heart and Conscience.
    The mystery that cultures of the human race have is ......Origin.
    There is only one race.
    The information exists, Anthropologists, Archeologists, Physicists....other diciplines of science, have information regarding Origin.....how we got here...DNA Science......
    We were all taught that every culture on earth was conquered, destroying all who had knowledge of Origin....raped to this day to stay hurt and confused....All Cultures.
    So who is the CEO of earth?

    this is a troubling and mind numbing subject. When indigenous tribes are attempting to bring things to a positive point for the future this continuing stumbling block is standing in the way.

      My friendship may have prevented a prison riot. True story.

    Thank you for helping Rosalie share and spread her and the staggering amount of victim's stories!!!
    I was never aware of this horror until i saw the movie, "Wind River". Holy shit did it open my eyes.
    Andy's interaction with Rosalie was great... YES a true documentary type interview but clearly far more endearing.
    The viewer just knew Andy wanted this issue recognized and the young lady's message heard... as it finally should be! ❤

      That may be true in Canada, but in the States the data is more complicated. My older sister who was a reservation cop and tried to bring these cases to the FBI and got zero help.

    I'm native American. Grew up in the city. Spent a good amount of time out on the rez (cultural/religious events, family events, living, etc), as well as doing LE for work a bit.
    I think it's a huge lack of being education. I'm not saying there isn't education, but it's far behind public schools in other places. Also, having the experience of "going into town" is like going on an adventure. Life on the rez is "slow" in the sense things to do and keep yourself occupied. Going into town is something that has all type of activities. So as a kid, you grow up with that idea. When you are an adult and leave, it's a like a sensory overload. You aren't aware of the potential dangers. Which she spoke on a bit.
    She is somewhat correct about the jurisdiction. Native against Native is tribal courts, or depending on the severity federal. Native victim with non-native is state, or same with severity. Non-native against non-native is state and same with severity. A state certified officer, which I was, gets a commission from the tribe they are working for. Also, a tribe can have tribal officers or BIA officers or a combo working on their lands. Many tribal governing fail to produce mutual agreements as well. This causes issues with other agencies being covered when working together.
    She is correct about the federal agencies responding. Sometimes we didn't have the on-call respond at all and say "Just do the best you can", then they'd come get the reports and evidence later on. This was for calls from SA against children to a body being found.

      Thanks you for your work, both with Tribal and other law enforcement if i gather correctly that you did both. I have a few friends who have been both Navajo police and loved it and serving many communities and chapters, but also the distanc involved combined with jurisdictions was difficult especially given bad crimes. One friend is now a sheriffs deputy as then able to do a lot still in the tribal community even as a sheriff. The other is APD city police

    Thank you for what you do. I live in New Mexico and understand how many women go missing just in our area and the jurisdiction issues are here too. A coworkers sister was murdered (NOT on the reservation) and went missing for a long time. He was lucky she didn't become a cold case. God guided a genuine soul to see a beautiful sunset. He pulled off the road to take a photo and happened to stumble upon her skull. They found her body that was dumped hundreds of miles from home in a culvert. If it wasn't for that sunset and that man, she would still be missing. The man is put away for 33 years without chance of parole. He will most likely die in prison because of his current age. I will ALWAYS support this cause to help find as many missing people as possible because it is important that EVERYONE deserves closure and justice for something done wrong.

      Where i Live in NM its near I-40. I always wonder if a percentage of the missing are girls who find a guy at a store or restaurant or truck-stop and girls get groomed into a ride and taken, or even truckers do this such that the missing are out of state let along out of the area.

    40 Years ago it went like this, girl missing, contact tribal police if they thought it was connected to other cases it was sent to BIA. BIA would look at it then hand it off at their leisure to FBI . The FBI would look at the file and if they think it connected the would write a report send it in and wait for permission to investigate. Total time elapsed 3 months and that was fast.

    My older sister was a reservation cop and finally quit because she couldn't get help from the feds for issues like this and others. When i tried to pount this out to my Democratic representatives I got crickets. When i asked about gun rights for Native Americans I got crickets.....

      @@AlternatePerception they can carry, but buying, carrying concealed, education, training, have all kinds of grey areas. To be more specific, when Democrats are quick to ban guns and gun rights I always follow up with how that plays out with legitimately underserved communities. If you live on the res and you call the cops so you have three hours to wait? People forget that reservations are always on land that no one wants so there's virtually no resources. If no one's coming to help and you've been stripped off your rights where does that leave you?

    May our Lord and Savior keep a watchful eye upon these native women and children. My father is native from Arizona, and as a young adult I decided to move out west to get to know the land of my ancestors. I even lived on a reservation in Covelo California, and was appalled to see the amount of drug addiction, alcoholism, and disparities on the reservation. I pray that these things can change, and my heart breaks knowing this is happening to these women. May God protect them, and guide them to better their lives starting in each home.

    I don't know who is/are choosing the topic. But I am so impressed with the choices you guys are making. Spending my formative years in British Columbia, Canada, I am well aware of the issue. This goes from WA through BC all the way to AK. The infamous Highway of Tears, a part of Highway 16 between Prince George and Prince Rupert, has been an epicenter of these native women-involved crimes. Like she said, it is mainly due to an utter lack of interest/motivation/incentive on the local law enforcement to do anything about them. Shamefully, back when I was growing up, I came across more than a few who openly expressed their sentiments that fewer of them (natives) means fewer problems.

    Glad she has a voice but I have found that tribal relations with law enforcement is strained. They stand by history. Okay! Modern law enforcement tries and tries and at every turn are pushed away.
    This tribal turn always leads to such crimes. I hope she is also encouraging the elders of Indian Nations to do their part and take the help.

    And of course props to the true hero: Rosalie, for continuing this thankless work that assuredly exposes her to more hate and potential violence for speaking out.

    OK, I mostly going by what I see in Kansas and Oklahoma. I see the Native Tribes Own Casinos some that look really super nice. Tne ones I've been in don't have Natives working as employees. Why? It seems there are pleanty of jobs to be had by the members of the Tribes. I also thought memebers of the tribes got their cut from the casinos.
    Also the Reservation land appears run down with houses being abandoned, mostly mobile homes with brand new ones right next door.
    Is the Federal Government keeping the Tribes on the Reservations from using the land in a profitable way?
    I'm just thinking there should not be poverty on Tribal lands.

      The tribal leaders are stealing and profiting off the misery of their own people. Read up on Tecumseh and his brother they called the prophet can't recall his Shawnee name at the moment and what they and their warriors did to the Chiefs that did stuff like this in their day. It's all connected to corruption and greed.

      I have long suspected that there are corrupt Native American elites who keep most of the casino profits to themselves and don't care about their fellow Native Americans, just like how there are white, black, hispanic and asian ruling elites who only care about enriching themselves. @politicalsheepdog

      There's a crazy amount of layers that come with these questions. Not all tribal members like it want casinos, not all casinos make enough money to actually pay tribal members enough to survive, some tribal members are so damaged from having no real connection to anything, no feeling of hope, families filled with generations of alcoholism and drug use that even if they get a job they feel like it's a dead end.
      Imagine if everyone you knew had nothing, no education, everyone you knew lived below poverty, on land no one wanted and no one was inspired to find a better way.
      The same problem exists with ultra poor white people, black people, native Alaskans, Hawaiians, etc. I've seen it first hand all over the U.S. it's a pandemic that American culture dismisses over and over again.

    Like much of indigenous pagan tribal history before Western civilization came along. Perhaps some parts of their original roots are left over and they just never stopped? Not trying to rag on anyone, it's just the truth. There is an excellent movie called Wind River with Jeremy Renner I recommend. Predictably, evil whitey is the bad guy, but it sort of touches on this issue anyway.

      It is worth asking the question about the relationship between tribal law enforcement and others such as state and local authorities.

      I’m from the UK and whilst I can’t speak to the Indigenous or First Nations peoples in the USA I know exactly what we did to the indigenous communities in Australia and New Zealand, we gave the Māori tribe’s alcohol which absolutely destroyed them and did so quickly, with the Aboriginal tribes we ripped a generation of children from their homes and their families and gave them Christian names and kept them in group homes to be ‘educated as Christian’s’ and beat the tribe out of them. They were not allowed to speak their language, learn their traditions and stories or even dance as ceremonial dances that told their stories and history as a people were an important way of handing their traditions down. They were educated in these homes just enough to do menial work for land owners and farmers.
      Alcohol has also seemed to be a control mechanism used by the British with First Nations in the US.
      We were a conquering nation and it was only 200 years ago that we were still an Empire, the First World War ended and the Treaty of Versailles basically ratified the dissolution of Empires to stop a war like that ever happening again but make no mistake England looked like it gave ALL its colonies back but it didn’t….. it gave some countries back to their people but it kept as many as it could get away with and the Empire is just known as the Commonwealth.
      The King or Queen is still the head of the armed forces in those countries, the Crown is still the prosecuting authority in the court system even if some countries like Australia took the late Queen’s likeness of their stamps they still display the Union Jack in the corner of their flags. Next time you watch the Olympics look out for and take a shot every time you see the Union Jack in another country’s flag.
      You’ll be so drunk you’ll miss the opening games!

    I am curious as to how many of the different tribes with missing women have casinos on them because it makes it easier for people that don't necessarily belong to have access to recon the area and use the laws of both nations to their benefit.

    As I understand it a large part of the issue is the demographical disadvantages of indigenous in their communities, as a result of the disrespect and disregard from the governments of the nations that took their land and moved them

      It's common knowledge among native Americans because it's been happening for decades now. I've met and several natives here in the PNW who have had moms,or friends who have been missing. So much goes on in the native communities that the rest of the world knows little or nothing about. It's a lack of trust of others that has kept it under wraps.

    There is no way to talk about the solution to this problem without addressing the ACTUAL problem.
    Unfortunately the actual problem will never be addressed. The federal government, and the tribal governments have failed the native population. It's so far gone and eroded that there is no "solution" without dismantling the reservations.
    As a law enforcement officer we cannot hold actual criminals and criminal organizations accountable because of the reservation system. We have literal cartels operating with impunity on the reservations. We have human trafficking, drug trafficking, and violent criminal organizations that can operate without much fear of consequences.
    The reservation system hamstrings law enforcement and creates borders and boundaries that create more problems than they help.
    I know this is a terribly unpopular opinion, and one that will likely get me accused of racism or something to that effect...but I want what's going on there fixed. The people are suffering. They are suffering because the tribes allow, either through inaction or corruption, these things to happen.
    There is so much justified hate, mistrust, and fear that I completely understand not wanting "help" and being weary of what happens when that help comes. What we have now isn't working. What's going on now is a failure at every level.
    State, tribal and federal law enforcement do not work together. The feds don't have the people. Currently the reservation I live and work next to currently have 13+ full time BIA positions. No one wants to work there. No one will work there. There are local law enforcement officers that work for the county and state that cannot enforce laws against tribal members. You can literally shoot, stab, smuggle people, rape, run drugs...you are untouchable. By the time BIA arrives the deed is done and no one is there to help.
    Did you know on the reservation you can have a Blood Alcohol level of .1, have methamphetamine in your system and on your person, and will not be prosecuted.
    I was involved with a Pursuit that ended up on the reservation. The driver tried to murder three police officers, myself included, with their vehicle. On the reservation I am considered not a law enforcement officer. I was not allowed to use deadly force to protect myself without facing the potential of being arrested.
    It's Thunderdome, anything goes. We know where and who the bad guys are. We know how to solve and fix these problems. The tribal and federal government will not allow us to do our jobs.
    You want to fix these problems. Abolish the reservations.

      Very good point but yes some will hate it. I've always believed the rez to be a bad idea, just let them have real lands like the national forests they will truly care for them. Not like the us govt selling them to China one by one.

    Rosalie and Andy, thank you for this interview. Washington State and the Fed owes our tribes (federally recognized or not *Duwamish*) the opportunity to coordinate with law enforcement to share data and resources. The political barrier needs to be removed. I love the idea of tribal liaisons integrated into federal, state, county and local/municipal law enforcement agencies. Politicians here talk a lot about inclusivity, they need to step up and put it into action.

    Thank you for this episode, as a native it’s awesome to see this get talked about on a platform that’s going to reach more “average joes” than news followers. I’m from Canada and the only time this gets talked about is during election time and even then it’s so biased and PC that nothing is really said.
    Ps. Another good topic to dive into with native history is residential schooling, not near enough people know that that even happened in the not so distant past.

    And in terms of where the abductions occur, two Lakota US reservations found against women they happened ON their tribal land, and banned Nathan Chasing Horse (if I have the name right…he played the young indigenous male in Dances with Wolves) for drugging, assaulting and sex trafficking their young women. He was due in court in Nevada, and has been charged as of last Fall.

      It’s really crazy what he did for years and is a disgrace to the culture and ceremonies. What someone will do for power, fame, and money. His family has gone on to gain fame in modeling and television. No one seems to make a connection to him. Not that his family would be responsible for his actions but I get a weird energy from them and I’m not sure of the mom’s (one of his wives) involvement. Would be interesting to see someone look into it all.

    Sheridan’s film Wind River really is about this subject. I know Canada crime programs note indigenous males are also targeted for very high rates of murder, especially in their major cities. Not sure how often indigenous males are targeted in the US.

    Timely episode. Just saw an episode about the issue in Canada where there may be serial killer(s). I think it was a 60 Minute Episode about the violence of native on native - physical, sexual, and emotional. Also, videos about the cartels bringing drugs to the reservations because they know there is not a lot of police enforcement.

    Viking remains were found from Lake Winnipeg all the way down to Minnesota and Fargo.
    I guess around 970 A.D. the First Nations won a huge war and deleted them. Crazy stuff.

    Thank you for giving a voice to this overlooked segment of America that has suffered so much injustice and abuse. I have always admired the indigenous tribes for their connection to the Earth and their spirituality. This country owes a lot to them and turning their backs on their suffering is abhorrent. I hope this video reaches more people and opens their eyes and hearts to this wonderful culture.

    I'm wondering why this tribe hasn't opened their own casino? It would bring in so much wealth, security and political clout that no officer would be that disrespecting ever again.
    The fact that these women are found dismembered suggests a serial killer. With it being a fairly small rural community, the killer would probably be a local. Perhaps, as much as I dislike them, in this case, cameras around the rez perimeter, bar or homes, might be a not to expensive answer to help catch this sicko.
    This tour of the Cherokee Nation is testimony to the difference a casino can make if the wealth is distributed right. Perhaps it is this young ladies info., but the topic of missing native women are also brought up briefly.

      They do have a casino. And a few at the top really enjoy the wealth it brings in.
      While this is a topic that needs to be spotlighted, they way she does it is right out of the blm playbook. Blame the perceived oppressors. Fact is thier "oppressors" have given them, on a sliver platter, every opportunity to excel and achieve.
      How many generations do you want to be victims of what happened in the past?
      At some point, they need to look in the mirror.

Those serving the culture and community should get an extra bump, but the lion's share, should be put into upgrading the community to make it safer and so there are other things to do for fun besides going to a bar. From the bar you have to offer dedicated free transportation.

    Feds shouldn’t be the only and main detective work. Tribal cops like in NM have every right to investigate crimes and more often thr feds here are corrupt and tribal police need to be allowed to work on criminal cases.

    Actually the tribes have no constitutional sovereignty recognized by congress, however the tribes are congressionaly recognized as dependents of the fedral government and their for the fed is required to care for them. They also has no constitutional power to own land outside DC, so I wonder how it all plays out

    Seattle has the resources to help but their African American mayor refuses. They are focused on the conflict in Gaza and trans and DEI issues. This issue of missing women which is much worse won't get solved until the Seattle City Council passes a few laws and makes a few budgets. The reservation also has to be assertive about raising kids,

    Reading about the murdered and missing indigenous women is very alarming. I just read an article about this happening surrounding the Indian Reservations. Many of these women are also sexually assaulted after reading the data provided by the Indian Urban Health Institute.

    @12:00 Oklahoma v. Castro-Huerta, 597 U.S. ___ (2022), was a United States Supreme Court case related to McGirt v. Oklahoma, decided in 2020. In the 5-4 ruling issued on June 29, 2022, the Court ruled that both federal and the state held joint jurisdiction to prosecute non-Native Americans for crimes on native lands.
    This case helped out alot...fyi. dont really have to wait for feds if suspect is non-indian. Hopefully her tribe allows the officers to be cross commissioned with the state's P.O.S.T academy.

    A good question to ask is when the federal agencies are asked to help. How well do the tribal police work with them and allow them onsite to investigate. To fully blame the us federal agencies is scapegoating and an over simplification imo .

    Native women by and large are not missing because of human trafficking, some are for sure. MOST native women are victims of other tribal members. THIS is fact but the elephant in the room that no one can say without being labeled. Tribal Police often do not cooperate with other LE including the feds. When they do work these cases they often are stonewalled by tribal members involved and many times are related. Human trafficking is a huge problem but not the reason most native women go missing or are murdered.

    Only 12 mins in & mean no disrespect or to doubt the validity of her account, just 2 things entered my mind. #1 while a victim count is important, when trying to determine the severity of a crime problem by area, the % of victims in that group tells a bigger story. In the grand scheme of this convo that's not so important. But #2 is how can she claim to know the eace of the vast majority of the perps when these are unsolved crimes?

    What does the muckleshoot casino say about this? Muckleshoot is an urban reservation but also in a high drug area. All the cities around are run by very left Dems as is the Governor. There must be a reason Gov Inslee ignores this. Muckleshoot have a high visibility in the area. I would think the Yakima reservation might suffer more.
    My solution is the Muckleshoots need to close their reservation to whites. Put in tough drug interdiction programs, And create a reservation culture that is robust with 21st century values. And make it so the reservation can buy back land from casino profits,

    Yeah... I love to be open minded and listen to things objectively... but there are so many things this woman says which just immediately indicate she is either consciously trying not to state certain things or just refuses to acknowledge or recognize them. US law enforcement is not even allowed to go on reservations unless invited. It is EXTREMELY difficult for them to do investigations there, to arrest or prosecute anyone... so OF COURSE they basically have zero interest in getting involved and try not to. And then she tells sad stories.. which seem to miss vital details... Like... WHY was a welfare check called? Did that woman have a history of erratic behavior or drug use? Was she violent or confrontational? I have no doubt there are real issues and real victims here... but am also confident that people who are 100% responsible for the situations they have caused themselves are getting labeled as innocent angels when they are nothing of the sort.

      She lost me almost completely when describing King County using lethal force to stop what was probably a lethal threat. I don't know the details, but knowing Seattle and King County I highly doubt the killing wasn't justified. I'd ask her to go back to her reservation and become a cop, wear the uniform, go on the calls and in a few years come back to us and give your insights. I'm certain her lens will provide a clearer picture.

There are tons of problems on most reservations. To then act like those things are somehow the exclusive fault of external parties.... no.

    Honest truth, young and dumb but not really all the time. I feel bad for them. Could go on and on with the history but long story short. Area where they are living not many opportunities. So they choose to do bad and try to get out of the land or area. Others do good and succeed. At the end of the day. It's usually sad to hear them go through this disappearing.

    it's overly simplistic to dichotomize this as oppressed and oppressor. Many native on native crimes are not reported as there is a mutual distrust w/ nonnative law enforcement. Not saying there are real examples of non-natives who are committing these crimes too. The whole situation is quite sad.

    I think by not talk about substance abuse in all of our communities is hurting a lot of people. To normalize drink and drugs inntue military or on the rez or small towns and big citys. Not grate idea. Being willfully ignorant of this massive issue….
