Compare Ross to the other villains the mcu has put out. There's so many layers to him in this scene alone it's unreal, he feels like a real person with complex desires and motivations. His argument with Betty was superbly written as well. The points he made made sense, even though it doesn't take much to see his deliberate misinterpretation of the events for his own gain. You can easily see how he ended up where he is, and why he deserves the fall he's headed for. This is how to write not only a villain, but a character. He's so engrossing to watch, and he didn't need a single quip.

And General Ross really wanted to see how gamma affected his experimental serum and didn't care what it would do to Bruce Banner, which violates medical human rights laws that we're put in place after WW2.

I'd argue that Toomes doesn't despise Parker at all. At the end of the film he makes it clear he admires Pete's grit and determination, but he wishes it was focused at the "real enemy": Tony Stark, who Toomes absolutely despises.

I always said Ross was the real monster, and there's one adaptation that really captures that, Avengers: Earth's Mightiest Heroes. It really showed how downright evil General Ross is seeing how he was willing to endanger civilians and kill SHIELD agents for getting in his way of catching the Hulk and it showed his true reason for hating the Hulk as wanting to take the power for himself as the Red Hulk.
