MCU doesn't even care about Ross and Banner's nemesis relationship anymore. They just put Ross right there and have zero conversations with Banner. They always like to pretend Incredible Hulk never happened, but they somehow feel fans would just be happy to see Ross focuses on other heroes rather than Hulk.
Universal should re-edit this movie and include all or most of these deleted scenes. They give the movie a lot more depth. BUT, considering General Ross' desire to exploit Dr. Banner would have deep implications regarding his role as Secretary of State.

That's a very interesting viewpoint of ross and the hulk. I have a rather different viewpoint of comparison. To me general ross is in some many ways like Custer. While Custer was already a decorated soldier before becoming an Indian fighter, Ross was also a decorated soldier and high ranking officer with the Congressional medal of honor for fighting in Vietnam. But like Custer before him, that simply was not enough and while Custer decided to fight against the Sioux and the Cheyenne to gain further glory for himself, Ross decided to attempt to recreate the super soldier serum to for the same purpose. And he did so by using deceit to use bruce banner to achieve that. But that attempt result in creating the hulk and causing the death and injuries of several people including his daughter Betty. And instead of putting a stop to it, Ross's sought to exploit hulk's power without regard of what happened or any cost or morality, just as Custer charged down the little big horn without regard for his men's lives. Both examples of men allowing their desire for glory to consuming them,forsaking fairness and honor in the pursuit of glory. That's just my opinion but your viewpoint was still interesting.

I have read some the comments here comparing Ross's hunt for banner/hulk to captain Ahab's hunt for the white whale Moby dick. But I have a different comparison. That is with George Armstrong Custer. Let me explain why. There is this deleted scene from the incredible hulk titled "nature's mystery" where Ross was talking to the major about the hulk after the battle at the university and why he wants the hulks power. He sees it as a way to make his mark on history and thus why he has committed many unethical and downright immoral deeds to banner to get it. And that was regardless of the fact that first time hulk came into being resulted in the injury his daughter Betty. A high ranking officer decorated with a medal of honor and yet it simply wasn't enough. Custer was pretty much the same. He was decorated for valor for his role in the battle of Gettysburg yet it wasn't enough for him, which was why he became an Indian fighter, just to gain further glory and possibly even run for president. He put those aspirations above the lives of his own troops and in the end, he and his men paid the ultimate price for it at the little big horn. The comparison between Ross and Custer is that both men ,despite both being decorated soldiers, simply wanted more without regard for morality or honor or for lives lost because of their actions.

There was Captain America, Banner, and who else? I'm not sure he'd describe Cap as "gone haywire." So did they have to put down some of Ross's previous Super-Soldiers? This could be retconned to be Isaiah Bradley, I guess. But this raises the question about how close Ross was getting to a working Super-Soldier Serum.
