Well, AMD can do much more especially on the memory side. By putting enormous caches, Zen 2 and 3 "cheat" in a way that large caches with aggressive prefetching can hide the effects of poor memory latency to a large extent. I do believe that they have the superior core (highest IPC for workloads that can fit in the L1 cache) now but there's more performance to be unlocked by overcoming fabric and memory bandwidth limitations.
