The underwater walking is still good. But there is an easier method. Just dig a block away from water, about three deep. Then dig the ground that divides the water from your hole while you’re in it. The water washes over you and you can walk around as long as you don’t break the surface. I use this to clear rocks when I’m island building.
Well thanks for the comment, the third method is to clipping just like what I did at 7:00 but that got fixed in the previous patch. Also the methods I provided are consistent, which means you can just walk underwater whenever you want. As you can see, I built a whole town underwater just for this video xD
Ah yes, actually the hot air baloon that took u to the island is located underground, right at the small wooden dock when you arrived to the island. The South City is just a cutscene for the story tho.

I tried this and it doesn't work, the equal button doesnt open the cheat menu for me
