1. Servant doesn't have a HOPT so I don't see how globally it says it cannot. Maybe it needs an errata to say so? Ash also says "when a card or effect activates, negate that effect", not negate the card in the same way as spell canceller where it essentially blanks the card text. So it makes sense can activate again after being ashed. Of course, this is up to a judge interpretation if you want. But the wording is pretty clear on both cards.
It's precedented rulings has established a clear case of this. It would be nice to have psct reformed to include it to make it a bit more friendly to more players.
I think you are not getting the issue there: Yes, the pendulum effect is not HOPT, but as a monster it has a HOPT clause, which says you can only summon servant once per turn. So, its pendulum effect to summon itself, even if negated, count as an attempt to summon, so you can't attempt to special summon her again that turn.

This looks more like asking Julia to clarify "does attempt to SS count or does a successful SS count toward the limitation" which drastically changes the interactions for yugioh. If you think that's not confusion inducing then ok. Try searching for any useful material on "attempted summoning" rulings online, I have asked judges and they always go online looking for stuff and end up bringing "attempted summon" for which there's no clear explanation available on the ruling. Admittedly, if this ruling that it can be summoned after Ash as long as you have counters for another try, then it will be super arbitrary as then Ash shouldn't be able to stop Phantazmay as well. The problem with this game's rulings is an historic of arbitrary rulings that make special exceptions for certain cards.

In scenerio of savant if a card negates the cards activation and not just the effect I believe it would be a good call to be able to activate it's effect to special summon again as the card itself was negated and not just the effect. Another case would be salamangreat circle vs ash blossom or odd eyes vortex dragon. If your opponent ashes the circle it negates the effect to search not the cards activation so if they have a second circle in hand they cannot activate the second card since it has a hard once per turn clause. In case of odd eyes vortex dragon it negates the cards activation so if you have the second circle in hand it can be activated because technically the first circle never happened and you can search with the second circle.
Hey Tombox I got a card ruling question for you, so I was at locals competing in the tournament I had trickstar light stage on the field and I had a metaverse set, on my opponents turn I activate metaverse to activate mystic mine over the light stage sending the lightstage to the graveyard. my opponent tells me that I can't do that because I already have a field spell active on the field so the card automatically goes to my hand, we call the one judge and he says the card goes to my hand. is that correct or is that an improper ruling on the judges part? so if I have a field spell already on the field and activate metaverse I can only add the card to my hand not activate it?

Yes, when they attempt to enter a new phase, they pass priority to you, and you have the opportunity to activate effects. You can even do multiple chains, like end of no, activate evenly matched, it gets negated, then it's ok, end of bp, activate evenly matched

For the ash/harp horror ruling: If harp horror had a separate condition that wasn’t part of the effect, i.e. if it said in a separate sentence “You cannot special summon monsters for the rest of the turn after you activate this effect, except DARK monsters”, would this still be applies even if it was ashed?

Depends on if the opponent controls a Spellcaster or not. In the case where they do, you cannot use Metaverse to activate Zombie World as the Secret Village will prevent you from activating Spell cards and Metaverse makes you activate the Field Spell, therefore, it must be placed into your hand (I think. I’m not a judge, but it makes sense to me).

Hey Tom quick question with the release of the new link 4 Darkness Metal I was wondering if u use its effect to summon out something like the Ib synchro. Then use that synchro 2 go into something like Savage dragon would Ib return 2 the extra deck? Since on Darkness Metal it says that the special summoned monster returns 2 the bottom of the deck when it leaves the field so I was just curious on this ruling since it would be brand new 2 the TCG.

It goes back to the extra deck. It is an old interaction when EDM monsters return to the hand or the top/bottom or deck in general, they always go back to the respective original zone they came from.
Judge question... If my op have can only be one face up on field vs void feast., feast can resolve his Effect allow me ss 3 infernoid but after resolve send 2 infernoid monster to gy to control a single typé. Or how its ruling this interacción
First of all activate and resolve are 2 different things. Activates basically acknowledges the card has been played. Resolving is applying the card effect. It activates...but it DOESN'T resolve because it needs to stay face up as a pendulum scale.

Teacher tell people they cant crackdown my darkest diabolos. Took my opponent 5-10 min and that fully his friend which is a good duelest was next to use and told him take the L like a man lol. Tombox is one the best if your looking for yu-gi-oh knowledge.

After you activate a card or effect, you must allow your opponent to respond to sareyuya. Once your opponent activates any card/effect in response, you are then allowed to activate cards again and it continues until both players no longer wishes to activate anymore effects/cards. This is the restructure of priority ever since the change of ignition effects. As for your situation, you can chain super poly to effect veiler to allow sareyuya to resolve. Since effect veiler no longer has a target, it will fizzle. Then sareyuya will attempt to resolve it's effect as it is CL1.

My Not So Interesting Life Cause simultaneous effects go on chain. So summoning baelyx would trigger both effects to special and it had its effect to search. You can’t do 2 things at the same time (that isn’t 1 effect) so you have to do them one after the other making a chain.
Fast effect timing: since you were the last person to activate/chain an effect, response timing / priority to activate cards is now with your opponent... So u cannot just activate Super Poly.
There is no hold of priority anymore in yugioh. Any relavance of that has disappeared since the only remote interaction was holding priority to activate ignition effects from an inherent summon, not activating cards. So you still could not activate another card anyways.

The saryuja ruling actually came up with me last year and the judges gave him a pe minor
See case by case basis... It's arguable why people can give a PE Minor for it.

You summon all the monsters and then meet the requirements of there can be only 1 immediately after you summon (mid chain)

U can't just chain super poly. Because u have to wait for all the triggers to occur. So yes they will double pop.
They will cl1, and 2 will be rusty and. Ding. Cl 3 wil be super poly.

Monarchs erupt negats ALL monster effects on field unless they were Tribute Summoned. So it negates continuous AND activated effects.

Ofc you can activate servant again cause the effect is negated incl the OPT line which is Part of the effect.
