Late but thats how he does it because it is in the 1000th place it is 0.001/2= 0.0005 therfore upper bound is 0.0015.

Yes it has 4 but it only tells you to round to 3 so you look at the 3rd number

0 is a placeholder, and it doesn't count. the 3 is the second significant figure so 0.01 divided by 2 making 0.005. UB= 0.23 + 0.005 which is 0.235
