For example, poor, needy, those who are in debt, to release slave, those who do good deeds (9:60), for way-farer, new converts and for cause of Allah ( jihad) In the verse zakar Naik Quotes (9:34-35), it is for subhead of sadaqa account i.e. Fi-sabililah ( in the cause of Allah) Please note it from verse, the obligatory payment for fisabililah is punishable in hereafter. And most importantly, fisabeelilah is obligatory when there is such situation. Zakir Naik does not know how to recite Sura Fathiha properly (He recites Arabic in English style). He can be the best speaker or a good preacher of Islam. 98% of his audiences has no basics of Sharia, and he takes advantage of it. He has no backgrounds required for an Islamic scholar. Muslim families, and societies are suffering a lot because of his opinions, and fatwas. He should refrain from giving any more fatwas regarding matters of Islamic Sharia.

After the death of Prophet (SM), most of his companions spread to every corner of the world for the propagation of Islam. As a result, concept of one school does not work. For the convenience of Muslims, and for natural reasons, central government of Muslim nation authorized to 4 schools of learning (one school cannot serve now, Muslims are scattered all over the world. One school in Makka, Mufti: Abdullah ibne Abbas (RA). One school in Madina, Mufti: Zaed Ibne Haris (RA). One school in Iraq, Mufti: Abdullah Ibne Masud (RA). One school in Yemen, Mufti: Muaz Ibne Jabal (RA). Independent learning of Islam is illegal (Zakir Naik did it). All preachers of Islam were either companions of Prophet (SM),or their descendants, they were attached to one of the four schools.
