So you are not getting the options to make changes. Go to developer site and there you will get option cahnge user role to admin.

It is same as in previous releases. I did not find any issue.
yes Impersonate user is available, it's some issue with your profile.

Search for Polaris.experience as word in name
Make this property true and logout n login again.
