it is know clear that if we lower the pressure, the boiling point of water is lowered or decreases. at very low pressure the water will take latent heat of vaporization from itself to boil which will result in the decrement of temperature and thus water is converted into ice. i think this is the reason.

What i feel is that in the vaccum chamber the temperature would be very low cuz temprature is avg kinetic energy of particles It's just like space, there in space there are particles but the density is too low due to which it's cold there And Might be possible that a small amount of air had been taken out from that vessel due to which water has expanded and water expands on freezing ...
