Ukraine was let down in every way from the time that they agreed for the Russian nuclear weapons on their territory to be removed in the understanding that Ukraine would always be protected by the US & the western world. Then they were not allowed into NATO after they had willingly given up those Russian weapons as they had been promised. So they had lost bargaining power. Ukraine has been used & abused for to long.

A country in war cannot be a member. So a low intensity conflict could make joining to be impossible
