Since Tegan wasn`t present when Amy was killed, a statement from her - claiming Ryan killed Amy - would be viewed as hearsay, whether found as a voicemail or made by her in person. As such it would not automatically have been admissible as evidence in court, neither as voicemail, nor as a direct testimony from Tegan. Since she wasn`t there when Amy was killed, her personal conviction or claim that Ryan had confessed would not have been deemed sufficient evidence, and therefore not admissible in court. Ryan, being a police detective, should realize as much. Only if that voicemail has recorded something he said which directly or indirectly could not be seen as anything other than a confession, it would have been guaranteed to be admissible as evidence in court.

Even the fact Ryan sat with his back to the door, so his voice when he spoke went in the opposite direction of where Tegan had the phone, means there is less of a chance Ryan could be heard, than if he had had spoke directly towards the door. Especially since he spoke with a low voice, the walls around were ordinary house walls, and there were furniture and other objects in the room to obscure the sound of his voice. I think a more clever way of having Ryan caught, and a more realistic way for the message to be heard, would have been if Kim and Leela listened to the message, heard Tegan`s scared message Ryan killed Amy. But that Leela, who we have learned have some experiences as a fire investigator, realized Tegan`s conviction and claim Ryan killed Amy wouldn`t necessarily be viewed as proof thereof, and she therefore sat a trap for Ryan. Told him about the voicemail and that the phone was at the Emporuim, hoping Ryan would try to obtain it - so that when he did, she and Kim could call the police on him, and when he was caught with Kim`s phone - and that was the only item he had stolen after having broken into the Emporium - that phone would be evidence of a crime (breaking and entering) in itself, and the voicemail on it therefore could be seen as motive for that crime. And therefore Ryan`s eager to get hold of it could substantiate the claim Tegan made in the voicemail. If Kim and Leela listening to the voicemail had been off screen, and only Ryan breaking into the Emporium and getting caught, it would have been a surprise twist as well.
