U can use isfiltered function in if clause for city as below
If (isfiltered (city), concatenatex (statement), "All")

Great DAX using variables for this! A lot cleaner and simpler doing it this way. BTW, how do you get the the KPI to have the description above instead of below. Are you just using a textbox for those?
You can add a title to your KPI card or a text box yes!

Nice video! I used something similar at work, but I made condition for distinct count of filtered itens before concatenating.
