The one thing pigeons lack is to mock the hawk. Small birds like finches and starlings will flock and try to circle above and follow the hawk while making some noise or calls. They are mocking the hawks every move, letting the hawk know "we see you and you're too slow". Which makes the hawk feel defeated and give up quickly. But that probably means pigeons would be 10x louder in the loft. Haha
