he is saying that you should first CPL on single engine than do instrument rating(20hrs) and than work as an instructor in any flying school and build hours for ATPL and during this this you will get paid also so you can collect money for TR, this process is long but when you have an ATPL there will be higher chance for you to get an job in an airline
