Dgca has mentioned in its guidelines that in order to attempt technical specific paper you have to provide them the certificate for having successfully completed the ground training classes on technical specific on the type aircraft from the dgca approved training institute. Depends on how you define "good grade". If you're above 60% on individual12th subjects, you're good to go.
