What would be your suggested cleaning method before treating interior brick?

So after you apply this, can you stucco right over? What do you recommend?

Is this dust proofer product the same as a wall sealer? Would you suggest dust proof first and then a sealer?

Interior Masonry Dustproofer prevents further dusting and provides water resistance to the applied surface

I'm sorry.. I'm trying to find good info on how to clean my brick wall and spruce it up but this felt like it was just making gunk of the plaster, and sticking it to the wall.. whereas the untreated part was still flaking off and could be just sanded off... Not sure what to believe any more :(

Yes, like if you use any acrylic primer for painting. Any primer will do. Best morter is calcium morter, another good solution is acrylic morter. Regards.
