They're are not counters because they're not in response to an opponents attack, they are combinations because the opponent reacts to the first technique, so you combine / chain together attacks. You're right in that you 'counter' their reaction, but that's not the way we speak of counters.
@alexcoutinho4193 the risk with uchi-makikomi is that you don't quite have the same level of control once it hits the ground and it's prone to over-rotation - you may find you get them down but end up in a scramble.
It's not a drop seoi-nage (seoi-otoshi), as uchi-makikomi has a different throwing action - like all makikomis, it's the wrapping / winding action that completes the technique, and like all makikomis, its a Sutemi-waza.
I already like doing Soto-makikomi, Ko-Uchi-Maki-komi, and Ippon-Seoi-nage.
