How you do with young offenders, as you put them in various program camps. You sent them away for 2-3 months training and stuff that meets their previous interest that also Tire them out and keep them distracted.

Rowan Atkinson is like Jeremy clarkson they look and act serious while acting like a child and making faces. In the us we get football in the groin comedy. That gets old.
I used to love The Thin Blue Line. Part of me still does. But this scene was ruined with the "You've no bottom" line. Rowan Atkinson is famous for using that word, and it's almost always referring to one's derriere, but not here because he then says "APART from the one you use to communicate with". So if he's not on about Grim's hiney, what is he referring to? It smacks, of bottom, and filling. This scene was purely made to make Inspector Fowler say bottom just once throughout the series. It could have been done much more naturally.
For once, I'm with Grim on this one. You don't cuddle and pamper and "naughty naughty" uppety little shits; you teach them on the spot that actions carry consequences!
You can do that whilst also trying to connect with them, understand their problems and trying to offer guidance to set them back on the correct course. It's not one extreme or the other - you can absolutely lay down the law while still treating them as human beings who deserve a chance to reform, who may simply be lost and need some help finding themselves.
I love how David Haig says “did you just call me a man with no bottom?” as if it’s the most offensive insult ever!
