It seems the rule here (if there even was an official rule) was that as long as you rang in before the buzzer sounded, you were still entitled to answer. The buzzer was likely manually activated by the audio guy once he saw the clock hit :00, so there's a slight delay between the clock hitting :00 and the buzzer sounding due to reaction time. (This was the norm for the technology of the time, so most "before the buzzer" rulings on game shows of this era went by the buzzer sounding, not the clock hitting zero.) Joey rang in either a fraction of a second before or at the exact same time the buzzer sounded, entitling him to answer. This is reinforced by the fact that they asked Joey to repeat his answer to ensure it was correct. No cheating, just luckily perfect timing. Joey himself even confirmed in a comment above that they did stop and check the tape and ruled that he rang in ON the buzzer, so he definitely won legitimately (sorry, Todd).
