You might do some Charlotte Mason style reading lessons. Here’s a link to a video that demonstrates what those look like. You can follow the same steps as shown on the video but use a passage from a book on about a 4th or 5th grade reading level. ruclips.net/video/JcuA5-We5ss/видео.html
My suggestion if an 8th grader is reading at 4th grade level then start reading practice ftom grade 4 level then move to grade 5. Then work your way up. Its not a sprint race
