So question if a converter is still intact with the Honeycombs broken up or anything can it still be a bad Cadillac converter having a problem with the code 420 the Cadillac converter is about 2 years old everything still look like is intact and

It can be done, but catalytic converter is available in market readymade. You should make some innovative modification in it to have final year project.
