The blue “DI lines” mentioned at 4:20 do not, to my knowledge, show the DI of the player. They show the direction they are going, which can be influenced a bit by DI. Moves like Pac-Man Bell and Zoom-in moves are easy to see this with.
You are correct, they only show the potential direction, not the direction you're DI'ing completely. So if I DI a Ganon Dair up, the DI line won't point upwards, just slightly to the left/right.
