definitely since there are F (Aug 1988 - Jul 1989) plate cars around, i didn't see any G (Aug 1989 - Jul 1990) plates so this must be early-mid summer 1989 or mid-late summer 1988, id go for '89.
Much nicer times. Everyone seemed to have a mutual respect for one another. Try filming these scenes nowadays. You'd almost certainly capture some road rage going on, and someone would probably take offence at being filmed...

There are footage from the 80s and 90s where the documentary was about road rage problems, illigal street races and more. Also at this time, every brake situation in the traffic was heavily dangerous, because now ABS or anything.

Not sure if any of these vehicles would have catalytic converters , lots of leaded petrol and rattly old diesels . Also used to ride into London on my two stroke smokey lambretta - the past wasn't that great people as we all at risk of a lung disease .
i love this its like going back in time and the cars are so much more interesting unlike todays cars

That first stretch of traffic looked very much like the M25 in Surrey and of course the Vic Embankment with heavy traffic, nothing much has changed.
