In RE3 nemesis (1999) they showed only one missiles hitting the city. Me amd others back then thought it was a nuke. Capcom later changed it. I kept the nuclear weapon scene to give it a darker look. Plus I could imagine the US Government doing that if it meant covering up the fact that they were trying to get their hands on the G-Virus at least from the 90s era angle of RE2.

Themost unrealistic aspect of resident evil is that this would all happen in one evening - what about the national guard, swat teams, state police, private security, firefighters, EMT's security guards, youre telling me that they all failed and decided not to show up and help?
From what is said in canon and what I understand. The infection took days and many got infected. Either thanks to the rats or the t-virus that went though the city's water supply when it was released in the water treatment center. By the time Resident Evil Outbreak occurred, People reanimated quickly as zombies and the BOW were set loose. Also, national guard was ordered to secure the outside of the city and wait for the Regular US Army to show up to block off the city. This was done to give time for the us govt and umbrella to cover up the evidence. Both are responsible for the outbreak. William was suppose to get picked up by the US army special forces by Umbrella got him first and the rest is history. At least from the PS1 version of the game.

The two Outbreak games were a clever remake but told from the point of view of other citizens of Raccoon City. Although Resident Evil 2 is my favorite, they were both tied for second place in my opinion.

Its tricky I will say. I mostly described it and then type in 80s dark horror, 1989 DVD, Hype Realism and screengrab to get the realistic tone.
