Yeah the Gen 2 level curve is weird. For most of the game everything is stronger than you, then you reach Blue and by that point you're used to level 40-50 pokemon. Blue uses mid to late level 50's and then Red spikes the levels even harder. HeartGold & SoulSilver fixed this for the most part.
Lol I always forget how horrendously under-levelled you are for fighting Red in Gen 2
