I don't know why, but the scene where he comes to Arkham and checks out how Jim is doing is SO funny. The "Okay I can dig that" part is funnier if you get the jibberish the mental patient tells Harvey first, but the whole scene is great.

Harvey is Gotham’s own version of Saul Goodman from Breaking Bad. He’s a bit shady and doesn’t play by the rules, but he’s still an overall good person

Without a doubt the BEST character on this show. Not a single person went through more development than Harvey. From being a crooked cop who didn't care to becoming a hero! Jim literally and figuratively saved Harvey's life.
