Your city only has 40k population. On my channel I am now nearly at episode 70 with a city containing 400,000 population, and oh boy, my game really stutters a lot. But, I still need to try out turning off V-Sync and some other settings as well. Why would you leave the fog on? Fog doesn't change the simulation that is running, only what is displayed through your graphics card. You can add the mod "Let_Pet_Stay_At_Home", so those will not be simulated walking needlessly (with their owners) through the city.
Im running a 3070 and a 13700kf. My problem is, no matter the settings my cpu keeps getting hot even on a newly started city.... i dont understand why.. it has to be this game because on all other games my cpu temps are perfectly normal. To give you an idea i play warhammer with highest settings 1440p 3x unit size so i dont understand. Let me know how to fix this or your experience. Thank you.

Pretty much maxed out my settings on a 14700k 4070 ti 64gb ddr5 in 4k and have had no real issues even while recording with obs...unless I record for over 5 hrs, but who does that really? I bet there are some tweaks I could make to settings, I just don't know what to tweak, nor how much it'd really change appearance to the game. Granted it's a new computer (Christmas). If I play around with settings I'll update or amend this comment, cheers!
I would like to know how powerful is your graphics chip. Mine is a GeForce RTX 2060 6GB. I'm not so sure if all those "high" settings will not burn my GPU.

I'm not saying the settings don't work or don't look good I'm saying most people don't have a clue about what exactly all of those settings and sliders actually do to the render.. they just tweak like crazy until it looks good with a reasonable fps... anybody can do that

You shouldn’t need a $4000 pc to run a city planning game. Having to play on low and 30 FPS with my 3060 ti, ryzen 9, 128gb ddr4 is hilarious.
