Wales is really hard done by by EU4 devs. It wasn't formally annexed until the 16th century and so should exist at game start as a junior partner of England.
and they don't even have a unique mission tree, meanwhile some random ass cities in the middle of the HRE have a full fledged branching mission with 34 different permanent bonuses
Started a run as Wales to get the achievement way back in day but left the save and forgot some days later, only restarted months later and went on a normal Wales run colonizing the Americas, conquering the british isles and France and out of nowhere got the achievement in the very late 1700s Pretty surprised
You should also be able to conquer everything as England, release Wales, and give them a bunch of counties before integrating them. Then when you release them again to play as them they should have everything you'd originally given them
Strictly speaking of optimization, this would've possibly made its way onto an Angevin England achievement hunt, as a thing to spend a few last years on after the campaign winds down. That said, the cool factor of Wales getting its own video is something I am definitely here for.
I cheesed the f out of this achievement, i played an Austria run, by the time i revoked privilegia i released Wales as a vassal, then handed them the needed provinces, then annexed them, then released and played as them to get the achievement, i then also birded to do the same with the Great Moravia achievement.
I tried doing something similar with the Mann achievement but wasn’t able to get too far, maybe with the money thing in the beginning it might be better

Yes, so I decided to ruin them, but not as much as I could. So it was still a challenge as you could see, but also a pleasant campaign to get the achievement without ruining yourself
Are you playing on very hard difficulty with no loans/allies or what's going on, because i can't really understand why would a player of your caliber resort to that level of nation-ruining? Not fun to watch and leaves a very bad aftertaste of sloppy and lazy content

It was fully annexed in 1282, it just wasn't legally incorporated into the Kingdom of England until 1542.

They fixed that in the latest patch. You're still eligible for the inheritance whoever offers it now.
