The short answer is yes. But if you think this means speaking without a noticeable accent then maybe no! I think most people who are learning English as a second language are looking for fluency, to be able to speak and be understood, and to listen and understand English as well as a native English speaker.
Is it possible? Yes I've met and spoken with people who I thought were native British English, only to discover they were not! Have I met many people who are like this? If I'm honest no, but close enough it really doesn't matter. It might be that I've spoken with someone 2 or 3 times before I think, hmmm why did they pronounce something that way, or that's an unusual way of saying that... Which might give the game away. However does it really matter at that point? And don't forget I'm super tuned to spoken English so it may be that other native English speakers wouldn't notice anyway! It's an interesting question though, thanks for asking it! Have a lovely day.
