So no, the led’s don’t flash at the same time, and this is easier than the resonant circuit, though the resonant circuit does allow more freedom of design and is most likely better quality, this is smaller and easier, therefore people often prefer this method.

can you explain what makes that bulb are turning on and off quickly and are not still light? (hope this makes sense) I need this knowledge to something different but I do not understand how those light are flickering? what parts makes them do that? you know normal flashlight you just turn on and light is on but lights like this police are turning off and on every let's say 0,2 sec. how?
never realized how fast the strobe signal on these clock motors are. I guess if you wanted to make the LED'S strobe slower for this particular App, you could experiment with crystals with a slower Hz. signal .

I don't think those are kits. I think it's just an "adjustable compartment box" with random parts inside.
Or just use 2 transistors, 2 capacitors and 4 resistors. Build a resonant circuit with them. The method you used lights both LEDs at the same time.
