That 82R is in wrong place in schematic, only supports blue led, not red led, needs to go to pin 2 on relay.

No 100 ohms will not work, it will just stay on Red LED, use 68, 47 ohms Resistor

Built as shown, mine would not blink. I replaced resistor with a small potentiometer (only used about 7 ohms). Replaced cap with 3800 uf. It now blinks fairly slowly.
