Back in High School when this movie first came out my buddies and I saw it one night. After that any time we were about to do something that we knew was really stupid we would stand up tall and proclaim, "I got an angle"
Guy was dead to rights, surrounded by guards, in the middle of the court. Now there are no guards, people are fleeing, pure chaos, giving Stern a means to escape and prolong his evil. THAT was Loc-nar's angle.
I disagree. The Loc-Nar is the sum of all human evils. I always viewed as an evil, that is so evil, that it cannot stand any lesser evils. If it truly wanted him to escape, then it would’ve turned Sternn into a monster, or just let the events play out. I believe its thought process would be more like: “Here’s this scumbag, lowest of the low, monster among monsters, and he refuses to take credit?” That’d piss anyone off. Finally, when Sternn engages in another act of evil (i.e. fulfilling the bribe) thats enough to placate the Loc-Nar for a moment, fulfilling its master plan of allowing him to spread itself and its evil to earth. It wasn’t about Sturm escaping, it was about the Loc-Nar escaping.

The moving violation might matter. For example, let's say Captain Stern was caught with a car full of dope (while disguised as a nun). There would be obvious questions of "why did the police stop him?" But when you have that moving violation in the indictment, it is pretty easy to figure out- it started as a traffic stop, and it developed into a search from there (likely after they noticed the nun costume, and felt it was suspicious)

Stern is a satire of square jawed two-fisted Campbellian sci-fi heroes. He's the opposite of everything they represented and stood for.
I had this movie recored on a VHS that also had Ralph Bakshi's Wizards and Pink Floyd The Wall!! I was a cook and a dishwasher at Bennigans and would come home, smoke a lot weed, and just veg out watching these movies. Got me thru a challenging time!
Way, waaaaaay back when, I played a game of Teenagers From Outer Space, and Hanover Fiste was the highschool varsity football team's center. He'd come out this scrawny little dude in a tent-sized jersey, but at the line of scrimmage the rest of the team would tell him about how the other team was telling jokes about his mom, and let him Hulk Out before the snap...
The soundtracks like Reach Out and Take It from Cheap Trick really make this movie. If we ever get a faithful sequel to Heavy Metal, we need more soundtracks with the story segments.
This scene is in my top ten favorite scenes in any movie, ever! The combination of the double misdirect of the scene itself, AND remembering how it was love-at-first-listen when those fist keyboard licks from "Reach Out" started playing! [and yes, that *is* a typo, but for obvious reasons I'm not correcting it!]

Outstanding 80s cult animation. This came out in 81. I was still in HS hade the cassette tap of the film sound track. Saw this film at least 20 times at the midnight movies on week end. See Rocky Horror on week, Heavy Metal the next week, and rotated a ton of midnight films into the circuit but none really was as cool as this. Damn the number of girls I took to these films and the amazing times I had back then with all of them listening to this tape in my car on the alpine deck, clarion equipment booster amp and Jensen tri ax II separate loud speakers was amazing. Every kid needs to see heavy metal. It was a great magazine and outstanding film.
The Procescuter is voiced by the same actor who voiced Rupert Thorne in Batman The Animated Series, he sounds just like Rupert Thorne despite this movie being made so many years before Batman The Animated Series was my how voices rarely change.

It's darkly funny how after the prosecutor's call of "One moving violation", at 0:48, the lawyer made a look as if the last one tops ALL the heinous crimes Captain Sternn had committed.
Ya know this one didn't make sense to me the orb promotes evil and misery and while fist destroyed alot of stuff stern was a great evil that if released would have insisted alot of evil, course if it believed this was the only way for him to escape it does make some sense. A character witness should stop him from getting locked up but wanton destruction that gives him an escape route does help him
The loc-nar is just a plot device to connect all these originally unrelated stories in the film. Hannover fist got all hulk mode on purpose and planned it all with stern. That was the escape plan
All that theater allowed Stern to scape and continue his evil. Who knows what other things he will be guilty of from this point on, instead of facing justice by hanging right that moment. Who knows if he will add genocide or some universal disaster to his long list of crimes. All that is the Green Ball of Doom's gain.

It's darkly funny how after the prosecutor's call of "One moving violation", at 0:48, the lawyer made a look as if the last one tops ALL the heinous crimes Captain Sternn had committed.
Ya know this one didn't make sense to me the orb promotes evil and misery and while fist destroyed alot of stuff stern was a great evil that if released would have insisted alot of evil, course if it believed this was the only way for him to escape it does make some sense. A character witness should stop him from getting locked up but wanton destruction that gives him an escape route does help him

The meaning conveyed is that humans are already evil and didn’t affect stern. In fact he turned against fiste who was influenced by the loc nar.
The loc-nar is just a plot device to connect all these originally unrelated stories in the film.
Hannover fist got all hulk mode on purpose and planned it all with stern. That was the escape plan
All that theater allowed Stern to scape and continue his evil.
Who knows what other things he will be guilty of from this point on, instead of facing justice by hanging right that moment.
Who knows if he will add genocide or some universal disaster to his long list of crimes.
