Probably has fooled Kurapika chain detector by “erasing memories from others” and maybe using others like Shimano maybe, considering HxH was inspired in many ways by Jojos in creating villains, characters, even the nen system. So I theorize that maybe the real villain it’s someone that is not one of the suspects, a common form of writing proper of Togashi to trick our expectations. Probably a mastermind that search everything about Kurapika and that how he knows how his ability works, maybe, just maybe all of this was a complex set up to present the new real villain that it’s not tserriednich, but a mysterious man that has a bigger motive probably involving Kurapika and the scarlet eyes so he is making an elaborate ambush just as Pucci did to Jotaro. Idk I just imaginate that in a dream.
It could be Sakata since one of the guards did say that the guy died because of HIS gun, which maybe he didn’t want the others stopping the attack so he used the snakes as an excuse to make sure to finish him

In fact, Kurapika himself told us: "If the target doesn't know that they're lying, then my chain will not work on them" (Chapter 348) He says that if someone really wanted to fool an ability like his, then they would use someone who can *erase memories*. And that's the gun! (chekhovs gun). Someone _has_ to fool Kurapika's ability at some point, otherwise, why even mention it?*. And I believe that someone is Shimano. She probably has an ability that can temporarily erase her memories about nen, maybe it's even one of Silent Majority's conditions. *Note: Yes, Togashi does introduce a lot of things that he end up never mentioning again, but let's asume he will be a better writer this time LOL

My guess is one of the guards from prince tsubebba because this Character and allies are extremely underated. Yeah we have 1-4 who are either in control of nen users or gangs and looserick and hawkenburg who have a gang and loyal followers but people don't look at tsubebba much. From my 5th reread I was very interested in this prince and saw so much in the group that it surprised me how much damage they actually can do. Especially the giant lizard beast as my theory is it will make a bomb eventually as chemicals will most likely mix into something Explosive Also like the 3rd prince before tsubebba can be reasoned with and wants kurapika and we hear from the team that they are actually cool with keeping wooble alive if that means they also get kurapika in the process so it would actually be nice to see them grow as allies as kurapika needs them more now than ever. Not sure why I grew to like this prince but that last reread really opened my eyes on this group and the little plots they are running.
The more I think about it, Longhi deserves more consideration for possibly being 'Silent Majority.' According to Hunterpedia, Longhi's gender is unknown (plays into the fact that the marionette looks to be female, but speaks in a male voice), and we generally don't have much info regarding her thoughts.

I still suspect Slakka whom you didn't include for some reason, he was in the room the whole time and while he has been acting like he doesn't know Nen, nothing in his inner monologue confirmed that he isn't a Nen user, and he hasn't even shown any interest in learning it unlike Sakata and Hashito, he also works for the second Queen and isn't affiliated with any Prince directly which makes his motivations more mysterious, and his personality does seem to match Silent Majority's user's.
In chapter 369, Furykov uses super observation skills to identify nen users and noticed Four other people who were "pretending not to know how to use nen". One was Lobbery (who was attached to Silent majority), Two others are Halkenburg's guards; Yuhirai and Shedule, and Longhi reveals at the end of chapter 400 that she can actually use nen. Also in Chapter 370, Furykov and lastly Belerainte were revealed to already know nen, this makes a total of 6 nen users trying and learn Kurapika's lessons. I believe there was very little reason for Longhi to not reveal she could use nen to the rest of the group and might have had ulterior motives. Longhi's supposed objective was to get Kurapika to Tubeppa's side. However, wouldn't she try to win Kurapika's trust over by being truthful about knowing nen in the first place? Something about that seems very fishy to me and indicates her as a possible Silent Majority user
Furykov confirms that the last secret Nen user is male in chapter 372. Yuri doesn’t know Nen based on his observations so it’s very likely Mushaho or Sakata.
What if silent majority is PARISTONS ability? Itd make sense because of what the impact of what silent majority did, essentially making the “game” of the succession war more “fun” as theres an element of surprise that the players have to plan around, theres an element of a doll in there which is tied to pariston, and also itd make sense that the zodiac of the rat, the natural enemy of the snake manipulated it . Also when silent majority fails it hurts the user, which when you realize Pariston is heavily tied to self harm kinda makes it fit thematically. The zodiac of the rat has a conniving nen ability so sneaky it can take out anyone with the form of a snake, his natural enemy, showing that the rat has ascended far beyond its natural place in the hierarchy of the world, similar to how pariston himself has risen in the hxh world in comparison. Then again this could all just be bs but i can see togashi pulling something like that

I disagree on part where Sakata's ruled out. If he's sure that the victim of the Silent Majority is dead (which he can do by checking if they have any aura with Gyo), then killing their own Nen constructs is both safe, and is a great cover against suspicion - exactly for the reasons you describe.
None of the above like Togashi has done before. This Assassin is extremely skilled so it's not likely to me they work for a lesser queen. To go completely undetected by Biscuit and Hanzo on top of everybody in the room makes them even more skilled if they are Maid. Swinko-Swinko sending her only nen user away seems unlikely too. Big if someone this talented works for her as well. Think the user is not even in the room. Furykov is the only reason we believe they are. The doll noticed that he noticed too. Also don't think it's the Hunter. Just don't think it likely and they are included in Furykov's original count.
