I loved this hack when I first knew about it. I loved the idea of playing as a Mega Man created by Wily and the Mega Man X3 references were a nice touch.
It feels kinda funny that Mega Man is one of the 8 Robot Masters, yet bro could be like Vile from MMX1 and appear at the Light stages, and he DOES in a dialogue... This hack takes a lot of inspiration from X games
Unsurprisingly the NES does a decent job of playing Galaxy Man's theme since it was made to sound like something the NES could play. The Team Fortress 2 music also came out pretty good.

Well, have his merits to try something new, but the lags and flickering show than is to much for Megaman 2 capacities (and don't help put many enemies). The music from X series sounds very nice and the pseudo 3D when you get a robot master abilities is very impressive, but again, the music with the lags is almost unpleasant to ear.
In technical terms, this hack is some kind of witchcraft and deserves respect, but in terms of the plot ... it's just some kind of nonsense. Mario, Kamen Rider, Bomberman, Kirby??? Why??????? It's so dumb and doesn't make sense at all. Repels any desire to play it.
It was made for a random story plot like the ones we made as a children with our toys.. I always imagined a game where doomguy, Master chief and Samus Aran fighted against zombies for no reason, you are just looking too deep into it, just play and get some fun.
