👉Encryption is a process of converting normal data into an unreadable form whereas Decryption is a method of converting the unreadable/coded data into its original form.
👉Encryption is done by the person who is sending the data to the destination, but the decryption is done at the person who is receiving the data.
👉The same algorithm with the same key is used for both the encryption-decryption processes.
Encryption original message plain text converted to cipher text then description helps to convert unreadable cipher text to original plain text to receiver

This is not a solution to find the root of any rumours. If Whatsapp accepts this, no body would then spread any rumours through WhatsApp, because everybody will realise that their messages are not encrypted. Rather, they will find an another mode to spread a rumour. So, it doesn't solve the actual problem, instead, people will lose hope on Whatsapp, Whatsapp will lose its business in India. That's it.

May be messaging apps like WhatsApp can deploy an AI as middle man to flag only the messages or images that has certain words or pic and share its details to a gov agency which should be created to validate it and report it concerned department if necessary. I'm not sure how feasible or effective this would be. But worth a try. I respect privacy at same time encryption is misused and some people's lives are at risk. We cannot treat them as collateral damage for respecting privacy.
