Can anyone explain why clubs have to pay the agent fee when they are representing the player?

Clubs don’t pay agents anymore since last year, it’s now from the players pocket after taxes so players will make less. In the end it will make the stakeholders happy to keep more for themselves when most professionals don’t make that much to begin with. Only the top elite footballers make money if we take the hundred of thousands of professional players.
