You're right, they do lay less and less as the sunlight gets less. My chickens are still laying 1 egg each a day. You can put up light to mimic sunlight but I think it's good to let them stick to their natural pattern. It gives them a little break from laying, they need that extra energy through winter time.
My town doesn't allow roosters either...... My back neighbors have 8 roosters and the other neighbor (on the town council) has 4. 🤦♂️ I don't complain because I love listening to them all day. ❤

I’ve got 8 chickens (6 buffs and 2 Marans) and I’m only getting 2-3 per day 🤷♂️. They just started laying 2 weeks ago and I let them free range during the day and they’re on 16% pellet free feed system. Not sure how to increase production as I eat 4-6 eggs minimum per day
Change it to a layer feed and just make sure they are getting plenty food and clean water it takes a while for them to start laying often but you will not always get an egg from every hen every day sometimes they need break days I have 6 hens and I get 5-6 a day. Just really make sure they are getting food because me and my family were on vacation for 3 days and our sitter forgot to feed them one day and we only got 2 eggs and at that time we were getting 5-6 a day! Hope this helps!

Noise complaints. They crow at 2am. They also crow when the hens need fed or watered too.

There's a few things you can do. Change their feed. If that doesn't work check for mites.
