That's normal, if you turn the top floor once it'll open the sluice gate but won't turn on the lights. Make sure all the bloody beds are aligned to turn on the lights.
I got stucked here on my first run for hours like a monkey scratching head I created new run and it complete the puzzle like just 5mins and quit the game 🥲
