Yay! I was hoping you would review this! Funny enough, when you did your Jungle Emperor Leo videos, I was reminded of Babar since both stories had a jungle animal experience life in civilization.
The Babar and Celeste as cousins thing was in the original books. In the 1989 TV series and this movie, that part of the original story was never mentioned (for many reasons I presume). Thus making it sound like Babar and Celeste were simply friends who were not family-related whatsoever.
Actually no, considering how in history it has been shown that most royal families married their cousins to keep the royal blood pure (ridiculous but it happened).

What movie did I see, then? ó.0 The one i remember had every elephant being regular elephants until one day when Babars mother was shot by a poacher and he ended up in the city where he soon met the lady. How come i remember so differently? Another interpretation or another movie? No, i remember several things like Celesse and her brother looking for Babar and ending up in the city too. 03:36 Oh.. The Brizzi Bros Studio, which animated Babar's first season and this movie was later bought out by Disney in 1989 and turned into Disney TV Animation France whose first production was Duck Tales the Movie

I swear I saw an episode of this at least once. I distinctly remember a bipedal elephant telling his daughter a story because she was nervous about an upcoming sporting event.
I kinda remembered watching the original Babar cartoon back when I was very young, seen little of the 2010 Reboot, but since then I immediately forgot Babar.
