Yes you can. I decided to remove the old siding for several reasons. 1) the old siding was warped, not flat. 2) I needed to run a new sewer vent pipe inside one wall. 3) I wanted to relocate and add additional electrical lighting and outlets. 4) I wanted to re-frame the doorway to the garage making it even with the rest of the wall surface. For all these reasons I felt it was more efficient to remove the old material.
