I've seen this done one time before on a commissioning project when we had to assign IP Addresses to a whole lot of New Nodes on Flex Logic equipment in revamped panels doing the BootP. So I've always remembered that as well Yes, we had to cycle power to retain the IP Address after the first assignment, but fine after. I wasn't aware of the CCW part though, so that's new to me in awareness. Great!
When I follow the steps to set up a 1203-usb connection, rslinx doesn't see the cable. I checked device manager and ensured the the com ports were the same, I set the settings like you showed. Does it have to be in automatic in the startup options?
You need RSLinx pro and the USB driver will automatically pop up. If not then verify you have a connection through device manager & if you are using a VMware then make sure it is connected to the VM instead of the host

Is it the same procedure for power flex 400 drives?
Yes, you can use BootP server for most all Rockwell Automation devices.
